Port Forwarding & Timeout Fix
Open the following ports and forward them to your Borderland PC from your router/firewall also make sure they are open in any firewall you are using on the PC.
7777 (TCP/UDP)
28900 (TCP)
27900 (UDP)
28910 (TCP)
6500 (UDP)
More Ports:
3783 (Voice Chat Port)
27900 (Master Server UDP Heartbeat)
28900 (Master Server List Request)
29900 (GP Connection Manager)
29901 (GP Search Manager)
13139 (Custom UDP Pings)
6515 (Dplay UDP)
6500 (Query Port)
this will help with hosting or joining a game if you've had problems in the past.
Now for the real fix. After I did that I still had a friend that had a slower computer and would get timed out automatically because he didn't load the new area fast enough. After some digging through the WillowEngine.ini I found something that fixed it for me.
First of all I found the following three lines of code.

ConnectionTimeout=#
InitialConnectTimeout=#
AckTimeout=#
I then changed the number after the equals symbol to 300.0 for each. The code then looked like:

ConnectionTimeout=300.0
InitialConnectTimeout=300.0
AckTimeout=300.0
This caused my game to wait for five minutes before timing anyone out. This allowed my friend to load between areas without being kicked and fixed all the issues for me.
I didn't see this posted anywhere else so I figured I would post it. It seems to fix the issue with me and helped some of my friends avoid the timeout issue. Let me know if this works for anyone else.
